Construction and upgrades

Project Update (July 2026) 

 The Two Rivers Water Reclamation Authority (TRWRA), along with its project partners, is continuing work to replace the aging Pleasure Bay Interceptor and Main Pump Station in Monmouth Beach. Construction is currently underway in both Monmouth Beach and Oceanport. 

The project is expected to be substantially complete in early 2028, with final restoration finished by summer 2028. 

Once construction is complete: 

  • Monmouth Beach: The baseball field will be rebuilt in its current location, and the berm, fencing, and landscaping between the field and treatment plant will be restored.  
  • Oceanport (Sommers Scout Park): Walking paths and grassy areas will be fully restored.  

 We will continue to share updates on this page and hold community meetings as needed. 

 

 Oceanport (Sommers Scout Park) – What to Expect (July–September 2026) 

  • Construction continues at normal working hours and days only.
  • July–August: Installation of sewer pipe within the tunnel will occur into August. Residents may notice pipe deliveries to Sommers Scout Park and Blackberry Bay Park.  
  • September: The tunneling contractor will finish work and leave the site. The next phase of construction will follow shortly after.  

 

Monmouth Beach – What to Expect (July–September 2026) 

  • The Contractor will continue to work normal daytime hours and in the shaft until mid-night on weekdays. The same measures to protect quality of life during previously extended construction hours will be implemented. This includes no vibrations and no deliveries including concrete trucks.
  • July and August: Pipe installation will continue between Meadow Avenue and the Sands Point North tennis courts and pool.  
    • Access to Meadow Avenue will remain open.  
    • Sands Point North facilities will not be impacted. 
  •  
    • Vibration levels are continuously monitored, and work methods are adjusted as needed to stay within safe limits.  
    • Access to field at the intersection of Highland Ave and Meadow Ave will be impacted. 
  • July-September: Construction will continue at the treatment plant and former baseball field areas.
